DISTANCE EDUCATION FOR BIOTERRORISM PREPAREDNESS: AN ONLINE COURSE TO MEET OSHA GUIDELINES FOR HOSPITAL-BASED FIRST RECEIVERS OF VICTIMS

Jeanne Schlesinger*, Chris Stephens,  JK Stringer, Elizabeth Seitz, Sonya Lawson, Dean Broga, Virginia Commonwealth University School of Medicine, Richmond, Virginia 23298 U.S.A.

Virginia Commonwealth University was awarded one of 19 U.S. Department of Health and Human Services Health Resources and Services Administration (HRSA) grants designed to provide bioterrorism training to first responders.  The Office of Faculty and Instructional Development has responsibility for the distance learning component of this grant. The first online course developed for bioterrorism preparedness, Operations Disaster Life Support (ODLS) was completed in March, 2005.  Interested medical students as well as Emergency Medicine Department staff are the primary audiences for this training.

The didactic lecture material is produced for delivery via the Internet. Audio lectures synchronized with slide presentations provide a multimedia educational opportunity that is asynchronous and location-independent. The learner also has the opportunity to review the material in a just-in-time fashion or to reexamine the content as often as necessary for clarity and comprehension. An interactive component of these multimedia presentations permits the learner to search by slide for specific information.  Interactive self-quizzing with feedback for concept clarity is also included. Course design is user-friendly and intuitive.

Demonstrations of the online course will be provided, as well as description of the instructional design process, course development and delivery, formative evaluation of the program, and collaboration with the Office of Continuing Medical Education.  In addition, lessons learned in the development process and implications for future projects will be presented.
